If anything it would have to be option 1.
I'd rather expand than have 2 SW worlds. I don't see a benefit in another world other than it adding confusion.
Also home amount can not be made world specific so you'll have the limit serverwide, mitch.

I think giving out more homes will just remove some of the parts thats vital to SW in the first place, and that is that you should have to move around by walking like the old times. Not just warp around everywhere like in MW.

I'm not in favor of option 1. When we restricted commands in SW before, people complained quite a bit about it (which is why we removed most of those restrictions). I just don't think there are enough people interested in that kind of gameplay in this community to make it a viable option.
There's also the issue of not providing players with a nether and end. Those are important aspects of vanilla Minecraft gameplay, and I feel without those, people would just turn elsewhere for a full survival experience.

Maybe instead of, (like john said) we just added to SW's world border, because hitting it get's EXTREMELY annoying.
Also, then we don't need two SWs,since we already have MW and SW.
