So basically what I was thinking was a creative world where normal users have acess to worldedit in it. There is a plugin called PlotSquared where users can use worldedit on their plots only, However staff can have acess to a command: /plot wea, WEA stands for worldedit anywhere.

About PlotSquared
PlotSquared is a plot plugin similar to plotme but more advanced. With flags of protection and WorldEdit control, Easy world generation. To set it up install the plugin and do /reload. Then do /plot setup, It will ask you multiple questions and for your answer do /plot setup <value>.
