For rule 4a does that include minimap and optifine?

Minimap and Optifine should be fine as it doesnt give you a huge advantage over others as they are mainly used for mapping and increased gaming performance, so nope.
Though if you want to use a mod, its best to clear it with the Admins (via PM and not the forums) before using it as it can cause some confusion.

Any minimap mod needs to be disabled only before entering PvP areas or arenas, everywhere else they're fine =)
