Alright, let me clear up how city world will work. I will allow anyone to build in the test world. Keep in mind that these builds are not necessarily permanent. Only the best builds (judged by the councilors and myself) will be placed in the main city world. Of space becomes an issue, the test world may have to be cleared.

Blue they don't need any more ops right now and I have been waiting for a long time too so stop bugging them
