Even though he says he's not, I clearly see it. I've made two warps to where he xrayed.

He also started cursing after Amanda jailed him.
Sent him to the forums so that he can appeal.

I have followed Sod yesterday and found that he is highly suspected of Xray.
He mined straight down and found gold, then mined a few blocks sideways, then mined down again and found a spawner.
Highly suspicious, he claimed that he found it earlier, but the spawner was zoned by blue.
Blue, can you confirm whether or not you have found the spawner with Sod?
If the case is no, then Sod is highly suspected of Xray and further measures may needed to be taken.

One of the warps leads to where he dug straight to a dungeon. I think it's the first one.
