He either has multiple accounts as well as computers, or someone didn't ban his IP.

The IP ban forget I'm guessing. I don't think many people ban IP's, just the players.

To ban IPs, we need the IP itself. I know some people think just IP banning the name works but it hasn't for a very long time (used to). Anyway, people who blatantly break a rule on purpose don't deserve a second chance in my opinion.

might wanna consider "censoring" out some of the swear words
