possibly a large area with creative for builders where we could fully recreate kanto that would be a good selling point and attract new players

That does sound like fun and nostalgic. I'm not sure how the pokemon mod would work with the multi-world plugin, you'll have to convince one of our more technically inclined and the admin team to set that up.
Isolated inventory, unique ranks would be needed and maybe a few kits? I don't remember what all is needed in that mod for pokeball crafting and such. Ranks can be trainer for normal members and researcher for OPs? =P anyone can roll play as the gym leaders once they get the correct types of pokemon for it, ranks for them would just be tedious for OPs to change back and forth. Besides, this might not gain too much popularity... lets not make too complex a system for it (says the person talking about the system the most x.x).
@acid hmm... creative for the gym/structure builders in that one world, yes. I think giving creative to everyone in the world for forever defeats the purpose of the mod. You're supposed to collect materials for pokeballs and build from scratch.

@shpp yea i would worry about the mod after but i think building a full recreation of kanto first then worry about the more technical side after
is there any space in creative world rememberiing it would be quite a big project

I don't think the modeling of kanto should be the reason we make a new world. I am supporting the implementation of this mod, not giving creative to a project without the mod. Many people have projects like this they want to do, it'd be unfair to give you guys creative for yours without giving the server the pokemon mod play with. Sorry acid =P
