I don't like to merge plots mostly due to how difficult it would be to come up with consistent guidelines on how they would be handed out. It can't be simply a matter of what rank the player is, because everyone of that rank would likely ask for one. Requiring a well thought out build plan is also difficult due to how designs can change. It also requires a judgement call on whether or not the idea is worth it or not, which can cause problems when one person gets approved for a giant plot and another person doesn't.
