Well, there are some problems with our current system.

Players can log in once to get member, and then not return until a month has passed to receive the citizen rank. While someone who has played for that whole month will get equal perks as the one who didn't play.

People have struggled getting recommendations from OPs so that they can get the Honored/Loyal ranks. With this new system we're looking at longer times until the recommendation process begins, giving them more time to get to know OPs.
