Well in reply to the first problem, I think that we should find a way that we can check that they don't just log on in time for ranks. In reply to the second maybe we actually should change something. Instead of ops recommending, perhaps it should be a poll to the entire community on the forums. That way it would be more focused on what the community thinks of the person and how responsible, helpful and friendly they are.
