As bluntly as Jeff put it, I'd have to go along with it. RS School is NOT for creative building, it is for learning how to use redstone, and creating redstone buildings/ circuits. So far it has been built in to make it look more impressive, although not many players have actually done large redstone buildings... I think really, solely using the redstone school world for creative building is a missuse of its purpose.
I think what we do need to do is suss out all of the kinks with the creative worlds we have now... what I mean is, so far we have city world, and one other creative building world, but players don't widely have access to either of those (I know city world is essentially Indrae's group project, and I think the second creative mode world is for judging whether players are fit for city world building? am I right or wrong on this?). Either way, I think the next stage is to open up a public, free to build creative world, which has the same rules as main world, but is just creative instead. The problems with that are of course server strain... players would build much faster as well, so that could add futher to the strain. It could possibly be reset every so often, but these are things which need to be discussed.
