Sure, though it would need someone to monitor that those challenges are met so that people can be rewarded and such. Which would require someone to step up and take that duty, usually those kinds of things depending on one person tends to flop when the person loses interest or is unable to get on.

I mean it could be handed to OPs generally to run, but it would require to keep everyone in the loop about who's done what already and the rewards/requirements for such and such.

It can work, but i wouldn't base a whole world around it.
