even if he did/could make a bubble (I've seen floating water source blocks with no running before, and not saying he will if you ask) if one block around them changed, the whole thing would flood with currents all over the place. You could make a glass dome or several glass domes over all the buildings that interconnect when they're too close. You'd need really deep water for a single glass dome to look good x.x
