I spoke with him again and he said he didn't do it, he said it was his "friend" he let use his account for a day. I told him that his account was his responsibility. I have restored the grief blue and I found out how he was able to build in that area. There is a "flag" that allows anyone to build in the homes. Did you ask a SuperOP to do this so people renting the homes could build in it? If so, any user can build/destroy, regardless of whether they are a member of the zone or not...
